Planning for Strengthening of Primary School and Upper Primary School :
During the preparatory exercise it was observed that there was no need of upgrading the
existing primary schools, though there is no middle school facilities in the
habitation within the radius of three Km. we have 23 nos of middle school within
the district. Where average enrolment is 220 but the major problems of the
middle school are insufficient classrooms, teachers quarters and hostel for boys
and girls and lack science and math teachers. Out of 23 middle schools, 19 of
them are residential schools and the state government in lieu of ration items is
paying monthly stipend to the borders. The middle schools have been established
in centrally located places so that after completion of class V. The students
who are beyond the radius of 3 km are admitted into middle school where there are hostel
facilities.
The government has started Sarva Shiksha Abhiyan which aims to provide Primary Level
Education to all children in the age group of 5-14 yrs by year 2007 and complete
eight years schooling (Elementary Education) by year 2011. In accordance with the declaration
of National Policy of Education, free and compulsory education of satisfactory quality
provided to all children of 14 years of age, is ensured in the 21st Century.
Various measures have been taken up to improve the situation of all stages of schooling
as per SSA Norms. Primary school to be opened at every habitation having more than 200
populations along with special schools for disabled and extremely backward tribes. The
DIET at Wessang, Seppa provides pre-service and in service training to the teacher,
Block education officers and school members.
Teacher Requirement for middle schools:
As per the norms of the government of Arunachal Pradesh at least 8 teachers are required in
the middle school .as there is no proposal for up-gradation of primary teachers. It is
proposed to provide 2 bed (junior teacher, one for science and one for math teacher
for each of the 20 existing middle schools for middle sections.
Infrastructure:
As it has been mentioned earlier that no schools has adequate classrooms to run middle
sections, some middle schools are running in kutcha building, which are in deterioted
condition. Students are admitted into class 1 and after completion of class VIII. They
are admitted to secondary school. Therefore 3 additional classrooms are proposed for
each of existing middle schools.

Enrolment and retention:
Continuous efforts of mass enrolment are being defeated due to alarming
drop out rates. Further, greater disparities existed in between gender and social
groups most of the children especially girls have discontinued their studies after the
completion of grade V in primary school within the radius of 3 km and some also because
of prevailing traditional customs like child marriage and poverty etc.

INTERVENTION OF ENROLMENT AND RETENTION
Provision of additional teachers to the existing primary schools:-
The teacher pupil ’s ratio in the district is 1: 40. The habitation educational plan revealed
the requirement of 128 regular teacher to the existing primary school as per SSA norms. Accordingly
estimations are worked out for posting 128 regular teachers in addition to the existing schools.

Provision for additional classrooms:
During the micro-planning exercise it was observed that most of the primary school in
the project block process two rooms on average . all the V grades are adjusted
in the available two classrooms which are over crowded . Moreover, there are
instances of two teacher are sharing one classroom causing much inconvenience
both for teacher and students. As per SSA norms a room for every teacher
in the primary and upper primary worked out to create meaningful classroom
atmosphere. As per the above norms 265 additional classrooms are proposed for
the existing schools of primary and upper primary schools.
