Sarva Shiksha Abhiyan

Education has taken along time to knock at the doors of the state. The people of this area remained cutoff from the rest of the world till the attainment of independence of the country. It was only in 1953 that three primary schools were opened for the first time at three places of this district-Bameng, Chayangtajo and Seppa simultaneously. A no. of schools have been opened after attaining district hood to speed up the development process. Presently, 47% of the total habitations have access to Primary Education facilities within walking distance. Of one Km and about 9.8% of the habitations have access to Middle School, Secondary and Hr. Secondary within a distance of 15 kms. A District Institute of Educational Training (DIET) has also been established to impart training to the teachers.

The government has started Sarva Shiksha Abhiyan which aims to provide Primary Level Education to all children in the age group of 5-14 yrs  by year 2007 and complete eight years schooling (Elementary Education) by year 2011. In accordance with the declaration of National Policy of Education, free and compulsory education of satisfactory quality provided to all children of 14 years of age, is ensured in the 21st Century.

Various measures have been taken up to improve the situation of all stages of schooling as per SSA Norms. Primary school to be opened at every habitation having more than 200 populations along with special schools for disabled and extremely backward tribes. The DIET at Wessang, Seppa provides pre-service and in service training to the teacher, Block education officers and school members.

Existing Schemes For Improvement Of Elementary Education The District

  1. Free Distribution of Text Books: The Government of Arunachal Pradesh distributes NCERT Books free of cost to ST Girls up to class XII and ST Boys up to Class VIII. It is an incentive for promoting enrolment and retention of the children in the school.

  2. Incentives to ST students: Arunachal Pradesh Government provides stipend in lieu of ration to APST Hostel Borders from class I to XII to promote enrolment and retention of the children in schools.

  3. Mid-Day Meal Scheme: The state govt. has launched the schemes of National Programme of Nutrition to Primary Education since 1995 to give boost to UEE especially in improving enrolment and retention covering all govt. schools in the State. Rice @ 100gm/day/month i.e. 3 kg/month is being distributed to each child subject to minimum of 80% attendance.

  4. Early Child Hood and Education: ECE is a school readiness programme that realizes the older school aged children from sibling care. This scheme is implemented by the Dept of Women and Child Welfare under four ICDS projects which run 193 Anganwadi centers. These centers cater the needs of 3-5 years children along with health needs and pre-primary education.

  5. Operation Black Board Scheme: This is a centrally sponsored scheme taken up during 1990-94 for improvement of schools; following components are taken up:

    1. Provision for teachers to primary schools
    2. Construction of Class Rooms
    3. Providing of Teaching, learning materials to all primary schools.

  6. Literacy Year: This week was observed from 17th – 24th July 2000. A massive campaign was launched for identification of children out of school and enrollment in the school through community participation. During the programme following activities were taken up:

    1. Constitution of Block wise and habitation wise nodal teams
    2. Discussion with nodal team on various aspects on non-enrolled children through community mobilization
    3. Conduct of rallies, mass campaign at habitation level and identification of non-enrolled children in the age group of 5014 yrs and efforts for their mainstream.
