NATIONAL INFORMATICS CENTRE (NIC)
National Informatics Centre, then under Planning Commission, Government of India, established its East Kameng District Unit, Seppa, in 1988. NIC (DU) Seppa became fully operational in 1997 after the appointment of a regular District Informatics Officer (DIO). In 1999 NIC has been transferred to the newly created "Ministry of Information Technology, Government of India".

MAIN OBJECTIVES
Information Technology has emerged as one of the most significant sectors contributing to the Nation's growth in the last decade of this century. The initiative of the Government in setting up MIT stems from the realization that IT is the key area for catalyzing the economic activities, improving governance and the overall quality of life in the new millennium. Informatics is the combination of Information Technology (IT) and Telecommunication. Computers play an important role in the information flow from the implementation to the planners at the highest level. NIC utilizes both for compiling and disseminating data.

The foremost task of NIC in the District is to generate computer awareness among the officers, to promote the informatics culture and to create databases of important nature for District Administration & State Government. It operates as an Informatics Service oriented organization providing hardware and processing supports to various Departments in the district.

Computers cannot run by themselves and it is the human factor, which counts most in any computerization effort. Trained manpower is the most essential requisite. In order to build up adequate force of trained manpower, NIC organizes training programmes on computer awareness and software utility for staffs of the District Administration.

The salient feature of NIC Network is to provide bi-directional electronic mail services for transmitting/ receiving the documents and data. NICNET uses satellite communication for information exchange among districts, states, regional centres in the country and anywhere in the world. With the incorporation of CICs in the 5 blocks (one is in under construction) viz., Bameng, Chayangtajo, Pakke-Kessang and Seppa, the rural people have been connected to the district headquarter Seppa and rest of the world by internet through ICT. Moreover, it is inexpensive as compared to other modes of transmission. The VSAT technology of NIC (DUs) have been twice upgraded from MES C-200 controller to FTDMA and then now to Skyblaster360e, one that is similar and operational to VSATs in CICs. At present DRDA and District Administration are utilizing this service.

CURRENTLY MONITORED PROJECTS/ACTIVITIES:

  1. VAHAN & SARATHI (vehicle registration & issue of DL, CL, LL etc.) project at D.T.O/R.T.O. office, Seppa.
  2. Official Website of East Kameng District.
  3. JAN SUVIDHA, Software for computerization of all the certificates like ST, PRC, ILP, ICard, Domicile, Dependent, Income etc. is running at JAN SUVIDHA Centre of DC Office, Seppa.
  4. CIPA project at Police Station Seppa & Seijusa.
  5. CONFONET project at District Consumer Forum Office, Legal Meterology, Seppa.
  6. IDSP project at D.M.O. Office, Seppa had completed successfully.
  7. NREGA Scheme and Various RD Schemes
  8. Duplicate Elector Searching software at District Election office, Seppa.
  9. Payroll software is currently using at DC office and other various offices of East Kameng successfully.
  10. Gaon Burah Entry software which is used to record the village head of the East Kameng District.

SIGNIFICANT ACHIEVEMENTS DURING 2010-2011 PERIOD

  1. Completion of renovation of NIC office at Seppa with room extension as a hardware store .
  2. Support to Election Office during Revision for searching duplicate elector in the District.
  3. All modules of Vahan/Sarathi (Transport Project) have been completed with fixing error in new exe.
  4. Conducted a training program on Web Page Design for Ministerial Staffs of East Kameng District from 6th Dec 2010 to 10th Dec 2010.
  5. Lunching of JAN SUVIDHA Centre where all the certificates like ST, PRC, ILP, ICard, Domicile, Dependent, Income etc. are computerized and a JAN SUVIDHA committee constituted consisting of DC, DIO, FAO and CO (Estt.)
  6. District E-Government committee had been created on consisting of ADC, DIO, PD (DRDA) and DDSE as members for promoting e-governance in the East Kameng district.
  7. Assisted installation of SWAN Project in the district headquarters and extension up to block level is going on.
  8. New Website of East Kameng District is developed with interactive Map and is going to launch by August, 2011.

NIC (DU) Seppa has completed the CIC project in the District by setting up CICs in 4(four) blocks of the District. One CIC is in under construction. The CIC Project is under state govt. and controlled by BDO.

IMPORTANT GOALS/OBJECTIVES FOR THE FUTURE:
With the creation of new District Website, I am ready to launch project like E-learning, computerized Public Distribution System (PDS), Energy Billing System, Computerized Record Room and SMS based status alert system in the District. With the help from District Administration, computer training centre is going to launch to impart/aware IT technology.

THINGS THAT CAN IMPROVE PERFORMANCE IN CURRENT POSITION:
I have three things to improve performance in current position

  1.  We need broadband or leased line to launch all the E-Governance projects in the district. Being a remote district facility is still pending and even SWAN project is not yet functioning.
  2. To depute another officer/colleague to increase performance and share responsibilities. It is very difficult to monitor various tasks like gathering information, software development with documentation and day to day official activities by a single person
  1. In NIC District Unit, electricity is not provided regularly and most of the time we are facing the problem of power supply. This affects the normal working of NIC (DU), Seppa. So, we need extra generator or other means.
