ABOUT DEPARTMENT  & ESTABLISHMENT :-

The District Rural Development Agency(DRDA), Seppa was established under the Societies Registration Act 1960. Since its inception it has been implementing all rural development programmes sponsored by the Central/State government. It aims to uplift the economic condition of the BPL families of this district through seven blocks, namely, Seppa, Bameng, Bana, Pipu, Chyang Tajo, Pakke- Kessang and Seijosa.
The primary planning at respective village levels are done by the PRI members at three different levels as Arunachal Pradesh practices the three-tier system. The District Chairperson is also the DRDA Chairperson. The Deputy Commissioner is the Chief Executive Officer and the Project Director is Head of the Office-cum-Member Secretary of   the DRDA.

This DRDA covers 14 Anchal Samitis and 137 GPCs. Since 1950, various programmes have been undertaken through the DRDA with the sole objective of uplifting the economic status of the poor who are Below Poverty Line, such as ASMF (Assistance of Small Marginal Farmers), IRDP(Integrated Rural Development Programme), JRY(Jawahar Rojgar Yojna), EAS(Employment Assurance Scheme), SGSY(Swarnjyanti Gram Sawarasga Yojna), IAY(Indira Awaas Yojna), MGNREGA(Mahatma Gandhi National Rural Employment Guarantee Act),Hariyali and IWMP(Integrated Wasteland Management Programme). With the passage of time many programmes have been winded up due to failure of the programmes. No expected outcome has been realized from many of the schemes and programmes. On critical evaluation at regional and central levels, it was revealed that the guidelines of all programmes were laid down by so-called ‘experts’ who have never visited the North Eastern states and do not have minimum knowledge of the topographical locations of the region, and there prepared guidelines that are not suitable for a state like Arunachal Pradesh as they seek to improve on a national basis.

However, the central government has been emphasizing on eradication poverty and unemployment so as to bring up the rural economy of the poor people.

East Kameng District of Arunachal Pradesh has an area of 4134 Sq. KM. with population of 56,747. Under DRDA, Seppa there are 7 Blocks, which caters to rural population of 41745.   The BPL population of the district is 41729.  Total BPL households comes to 9599.

ON GOING ACTIVITIES & DEVELOPMENTAL WORK :-DRDA and Blocks are implementing the following poverty alleviation programmes.

SGSY:  Sampoorna Gram Swarozgar Yojana, which  is basically aimed at providing self employment to the poor.  This is a bank loan scheme.

This is a credit link programme. Any homogenous group (Self Help Group) as well as individual beneficiaries are assisted through the Block Development Officer at the rate of Rs 10000 government subsidy per beneficiary and 50% of the total project cost for group ILoan scheme at an upper limit of Rs 1.25 lakhs as government subsidy.

MGNREGSMahatma Gandhi National Rural Employment Guarantee Scheme.  This scheme is basically wage employment schemes aimed at creating durable assets in the villages.

This programme is meant for all the registered families who wish to do manual work within the prescribed wage rate for creating durable assets in their localities. This programme has unique features from other programmes because it is not strictly a scheme but an Act. All procedure under this programme has to be carried out very carefully without deviating from the framed guidelines.
Under this programme 100 days’ employment will be provided to each registered family at a wage rates fixed by the state government from time to time. The works to be taken up in all Gram Samity Member and elected PRI members. The schemes are implemented by the Programme Officer appointed by District Programme Coordinator (DC). All the BDOs are appointed as Ex-Officio Programme Officer in Arunachal Pradesh. Detailed payment records are maintained by the respective Pos which are recorded in the job cards.

IAY: Indira Awaas Yojana.  The scheme aims at providng Housing to the homeless rural poor.  In this scheme an amount of Rs.48,500/- given as assistance for construction of permanent dwelling place for homeless. 

This programme is in fact giving tangible assistance to rural BPL households in construction their dwelling houses by providing CGI sheets free of cost. In the context of East Kameng district, this programme has proved to be very much successful and beneficial to the rural people.
            The beneficiaries are selected basically as per the IAY waitlist, but due to incorrect data or information reflected in the IAY waitlist, the needy beneficiaries are selected by elected PRI members.

IWDP/Hariyali.  The main objective of the scheme is

IWMP: This is an area development programme for wasteland management. The wasteland areas are developed by undertaking schemes like horticulture gardens, agri-farming, forest plantations, fish farming, land development, minor irrigation channels, check dams, drainage system, drinking water supply, creation of infrastructure for community assets, and many others.
The funding ratio of this programme is 80:20 by the centre and state government. Many villages have been benefitted from this programme. It aims for economic self reliance of rural people. The people as a whole are changing their mental setup gradually towards work culture. In a nutshell, all programmes under the DRDA would directly be beneficial to all the rural people at large.
