  1. About department & Establishment History.

            The District ICDS Cell, East Kameng District, Seppa was established in the year 2008-09. There are 7 ICDS Projects functioning in the District namely, Seppa ICDS Project, Chayang Tajo ICDS Project, Pipu ICDS Project, Bana ICDS Project, Pakke Kessang ICDS Project, Seijosa ICDS Project and Bameng ICDS Project with Child Development Project Officers as its head. Initially the ICDS Scheme was introduced   in  East Kameng District in the year 1982-83 with 1(one) ICDS Project namely Seppa ICDS Project. The Deputy Director (ICDS) being the head of the department in the district is responsible for the monitoring, evaluation and coordination of the ICDS Projects level activities.

The ongoing Schemes under District ICDS Cell are:-

    1. National Assistance Programme (NSAP).
    2. Protection of Women from Domestic Violence Act, 2005.
    3. Trafficking of Women and Children.
    4. Sexual Harassment at work place.
    5. ICPS (Juvenile Justice).
    6. Working Women Hostel.
    7. Microfinance Vision- 2011.
    8. Schemes on Disabilities.
    9. Children in need of Care and Protection.
    10. Training Programmes under ICDS (erstwhile UDISHA).
    11. Any other Social Welfare Schemes which are not covered in the schemes listed above.

  1. Ongoing Schemes/Development Works (Brief about following in relation to East Kameng.

State Old Age Pension (SOAP).

                  In the State Old Age Pension Scheme, pension @ Rs.200/- p.M is disbursed to the old and infirm persons who are below poverty line under the age group of 60-65 years. During the last financial year 2010-11, 187 beneficiaries between age group of 60-65 years were disbursed pension incurring Rs.4,48,800/- only.

    1. National Social Assistance Programme (NSAP). 

                  The NSAP is a 100% CSS Scheme funded by the Ministry of Rural Development, Govt. of India. One of the Component of National Social Assistance Programme (NSAP) is Indira Gandhi National Old Age Pension Scheme (IGNOAP) under which Old Age Persons who are 65 years and above and living below Poverty line are being disbursed pension @Rs.200/- p.M. During the fiscal year 2010-11, 812 Old Age Persons were disbursed pension. The other scheme under National Social Assistance Programme (NSAP) is the National Family Benefit Scheme (NFBS). Under this scheme, an amount of Rs.10,000/- is paid to the bereaved family in case of death of primary breadwinner and who are below poverty line. The death of such a primary breadwinner should have occurred whilst he or she is in the age group of 18 to 64 years.

    1. Relief and Rehabilitation of Pension with Disabilities (PWD).

                  In view of the statuary provision under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full participation). Act 1995, the Government under the state plan provides Ex-gratia relief, subject to the ceiling of Rs.5000/- or Rs.10,000/- as one time grant considering the degree of disabilities for relief settlement and rehabilitation of Persons with Disabilities (PWD). During the last financial year 2010-11, 16 nos. of disabled persons were benefited under this scheme. As per survey reports, there are as many as 279 Nos. disabled persons in the district.

    1. Kishori Shakti Yojna (KSY).

                  The scheme aims to improve nutritional health status of girls in the age group of 11-18 years and to provide required literacy and numeric skills through non formal education and to train and equip the girls for up gradation of their vocational skills. Government allots Rs.55, 000/- each to the Child Development Project Officers for implementation of Kishori Shakti Yojna (KSY) in their projects.  

    1. Supplementary Nutrition Programme (SNP).

                  Under this scheme, nutritious foods are provided to the children (0-6 years) and pregnant women/Lactating mothers in order to upgrade their health status. The scheme is being implemented in the 7 ICDS Projects. Certain fund is provided to the Child Development Project Officers for providing locally available food items like Khichri (Mixture of rice and pulses etc.)
                       The Anganwadi Centres are provided the following centrally procured food items.

    1. Implementation of Microfinance Vision-2011.

                  The main objective of Microfinance Vision-2011 is to form Self Help Group (SHGs) of women entrepreneurs having similar social and economic background voluntarily coming together to save small amounts regularly and agree to contribute to a common fund to meet their emergency needs on mutual services of saving and credit to women especially the poor women who are not in a position to gain access due to limited outreach of banking system. This will also inculcate saving habit and repayment culture and thus gradual shift from subsidy driven programmes to market driven programmes.
During the year 2010-11, the District ICDS Cell, East Kameng District, Seppa  conducted 2 (Two) days training programme in four batches to the Anganwadi Workers, Gram Sevikas, Statistical Assistances and Supervisors for promotion  of Self Help Group (SHGs) in the District.

INTEGRATED CHILD DEVELOPMENT SERVICES (ICDS).

So far, there are 7(seven) ICDS Projects with 480 Anganwadi Centres in the District.

The major objectives of ICDS scheme are:-

  1. To improve the Nutritional and Health status of children in the age of 0-6 years.
  2. To lay the foundations for proper Psychological, physical and social development of the child.
  3. To reduce the incidence of mortality and morbidity, mal-nutrition and school drop out.
  4. To achieve effectively coordination of policy and implementation among the various departments to promote child development; and
  5. To enhance the capability of the mother to look-after the normal health and nutritional needs of the child through proper nutrition and health education.

Package of Services are:-

  1. Supplementary feeding (Nutrition).
  2. Immunization.
  3. Health Check-up.
  4. Referral services.
  5. Nutrition and health education.
  6. Per-school education; and
  7. Non formal education. 

The exiting beneficiaries during this year in the District are as under:-

  1. Children (0-6 years)                                  - 20196 Nos.
  2. Pregnant women/Lactating mother           - 2689 Nos. 

Construction of Aganwadi Buildings.

      Under this scheme, 100% fund is released by the Government of India for construction of Anganwadi buildings @ Rs.1.75 Lakhs in order to strengthen the infrastructure and effective implementation of ICDS scheme. There are 480 Anganwadi centres in 7(seven) ICDS Projects of which 215 Nos. of Anganwadi centres have already been constructed and  70 Nos. of Anganwadi buildings are being constructed under MsDP during the year 2011-12.

Integrated Child Development Services (ICDS) Training.

      There is one Anganwadi Training centre (UDISHA) at Bomdila, West Kameng District for the three Districts namely Tawang, East Kameng and West Kameng Districts, where trainings like job training, orientation training, refresher training etc. are imparted to the ICDS field functionaries in order to deliver better services in the Anganwadi Centre for all-round development of the vulnerable children of the district.
