Sir,
I am directed
to inform you the following regarding functioning of the Community Information
Centres (CIC).
As per the MOU
between the Ministry of Communications and Information Technology, Govt. of
India and Govt. of Arunachal Pradesh, the CICs have to be maintained by the
State Government. The maintenance cost on electricity bills, fuel charges for
running DG set, computer consumables etc. has to be obtained by charging
towards services of the CIC.
The government
has decided the rates for different services as shown in the Annexure ‘A’
enclosed herewith. Kindly follow the same in order to maintain uniformity
throughout the state.

1. Annexure ‘A’
Guidelines for maintenance of CIC and make it self sustainable:
As per the MOU
between the Ministry of Communications and Information Technology, Govt. of
India and Govt. of Arunachal Pradesh the following services have been
recommended for the optimal functioning and utilization of CICs.
1.
The project is intended to achieve freedom from distance and
reduction of digital divide by providing internet access and connectivity to
the community at block headquarters so as to bring the benefits of information
technology to the hitherto remote and relatively inaccessible areas of the
region.

CICs may be progressively used for enabling citizen
interface with the govt. and for such IT enabled services as may be relevant to
the needs of the local community.
2.
The project is a non-commercial venture except for levy of charges
as considered to be essentially required to make the project economically
viable and otherwise self sustaining in public interest. To keep the service
charges uniform throughout the state, service charges/training fees to be
levied on the customers have been prepared which is enclosed as Annexure- A

It is to be ensured that the access to the facilities
extended at these centers is organized in equitable manner, without any kind of
discrimination, except for where such discriminations or reasonable restrictions
are required to be imposed for proper use of these centers and providing
thereby requisite safeguards against any unlawful or immoral use of the
equipments installed at these centers.

These centers will be utilized only for specific purposes which
may include the following:-
(i)
Interface between citizen and Govt.
(ii)
Connectivity to Internet through NICNET, inter-alia, enabling web browsing and e-mail facilities.
(iii)
Distance learning programmes.
(iv)
Familiarizing use of computer system, especially amongst school
children.
(v)
Enabling IT-enabled services as are relevant for need for
local community.
(vi)
Dissemination of information on plan initiatives, national
programmes, disaster management system, public health awareness etc.
(vii)
Generation of employment opportunities.
(viii)
Conduct training and introduce awareness classes for school
children.
(ix)
Any other purpose approved by the custodian.
5.
General Guidelines for all the visitors and users of the
center is enclosed at Annexure-B.
Performance
Evaluation:
1.
A monthly report on the day to day functioning / utilization
of the centers are to be furnished and may report initiatives required to be
taken for the improvement in the functioning of these centers, removal of
defects, and for optimizing the utilization of these centers through locally
relevant content including public awareness campaigns.
2.
A consolidated annual report on the performance of these
centers in the calendar year of the advantages, which have accrued to the local
community through the utilization of these centers.
3.
The report must also specify that these centers have not
been put to any commercial, immoral or unlawful use.
4.
The above reports should be sent to the Secretary (IT),
Govt. of Arunachal Pradesh and a copy to the NIC, State Unit.
Financial
Aspects:
1.
The expenses towards day to day requirements of the center
such as on electric power and water charges, telephone connection, stationary,
diesel etc. will be borne through the revenue generated.
2.
In special circumstances, facilities may be provided free of
cost to persons belonging to weaker sections of the society and to students for
academic purposes only, only with approval of custodian.
3.
Official and academic use and user should be given priority
over recreational use or use for “chat room” etc.
4.
Minor incidental charges on the repair and maintenance of
computer accessories / machines are to be met from the income generated after
observing proper codal formalities.
5.
A proper account is to be maintained in the name of CIC
custodian, which shall be timely scrutinized and verified by the CIC custodian.
The account should be operated jointly by the custodian and one of the CIC
operator.
6.
Any fund generated through CIC shall be utilized only for up
gradation / development of the centre.
7.
CIC account shall be operated in the name of the particular
CIC custodian who shall be endowed with DDO power.
8.
Yearly expenditure statement along with the utilization
certificate shall be furnished to the Secretary, (IT), Govt. of Arunachal
Pradesh.

Annexure –B
GENERAL
GUIDELINES FOR VISITORS/USERS
1.
Enter your name in visitor register immediately after
arrival.
2.
Maintain cleanliness, discipline in the center.
3.
Handle all systems gently and carefully.
4.
Any breakage or defects done to the machine / computer
accessories while on use shall be charged.
5.
While using any services do not disturb other fellow user.
6.
Never use floppy disk without prior permission.
7.
Maximum two persons are allowed per computer system.
8.
Leave the system to the next user immediately after allotted
time.
9.
Keeping / drinking of tea, water near hardware system is
strictly prohibited.
10. The services,
which are charged are meager and are collected for maintaining the center.
11. The broadcast
received from
12. CIC will not
be responsible for non-availability of any services due to technical problems
beyond its control. All equipments are maintained by vendors and center will
take all steps to get the fault rectified at the earliest possible.
13. Improper use
of Internet is not allowed. Browsing of Adult / un-authorized sites is strictly
prohibited.
14. In case of any
problems contact CIC in-charge immediately.
15. Decision on
any issue arising out of use of CIC will be made by the Secretary/ DC/ BDO/
Custodian and will be binding on all users.
