In the history of Planning and Development in our country, the Forth five year plan (1969-1974) stands as a significant milestone. It was during this period that certain noticeable departures both in planning process as well as in the content of planning were introduced. The most mentionable change was that in relation to the pattern of devolution of plan funds to the state level. This was first step towards decentralization of the planning process from National to the state level in the realistic sense. Since then, the State Government has been building up its own machinery for planning at the state level and subsequently at the District level. This is now broad consensus among the expert policy makers and planners that the basic unit for policy planning project formulation and its implementation at the sub state level would be the District. The concept of decentralized planning to the District level has been in the air for nearly for decades, but it was 73rd and 74th constitutional amendment, which has provided the real thrust to decentralization
Planning Decentralization in respect to Arunachal Pradesh:
Due to some technical problems 73rd and 74th constitutional amendment are not in vogue. Non enforcement of the constitutional provision had affected decentralization process. District Planning Unit were set up in Arunachal Pradesh in 1994 with recruitments of some District Planning Officers. Every year State Government allocates funds uniformly to all districts under United Fund (Decentralized Planning). Guiding spirit of the scheme is to provide infrastructure facilities to remote backward and rural areas. Proposal for replacing United Fund with new scheme called “MLA Local Area Development Scheme” is under active consideration of the State Government.

To undertake analysis of existing programmes and projects with reference to the strategy adopted and to
see if there is any redundancy/overlapping of schemes for appropriate action.

Formulation of district plans.

Horizontal and vertical co-ordination

Monitoring of implementation of state plans, NEC, Centrally sponsored schemes and schemes under united fund and MPLADS.

Holding of review meetings quarterly at the level of Deputy Commissioner.

Monthly monitoring of 20(twenty) point programmes.

Servicing of district planning body and any other works that may be assigned from time to time.

Miscellaneous: - With limited resource at its disposal, the department successfully implemented 46(Forty six)
Nos. of schemes under United Fund during 1999-2000, 2(Two) Nos. of schemes under MPLADS (Rajya Sabha)
and 1(One) No. scheme under MPLADS (Lok Sabha). Also 1 (One) No. scheme under MPLADS (Lok Sabha) is under execution.
Under the stewardship of Deputy Commissioner, Seppa Development Branch supervises following schemes:
- RURAL HOUSING SCHEME
- PARYAVARAN VAHINI
- BORDER AREA DEVELOPMENT PROGRAMME
During 1998-99, 54 economically backward families were identified and 27.54 MT CGI sheets were distributed through RWD for construction of Rural Housing To these beneficiaries. The Paryavaran Vahini of East Kameng District was constructed with 20 members in March/98 and one day training was organized. Paryavaran Vahinitakes up plantation works voluntarily. 21 schemes have been identified and forwarded to the Government for providing fund under Border Area Development Programme, for Bameng and Chayangtajo CD Blocks.
