DC inaugurated LRSO office

Seppa, May 1: DC, Seppa has inaugurated LR&SO’s office on 30/04/2012 at 10 am in presence of all HODs and official here at DC’s office complex. LR&SO brief functions of LM branch and its challenges ahead and inform that the branch was not properly managed which cause problems and legal implication due to frequent transfer of Adm. Officers. however, he further said that land play crucial role for every developmental activities therefore it should be properly manage else same will invite conflict and law & order Problem. Further he appealed all deptt. Of state /central and other organizations to obtain formal allotment from the Govt. of A.P. to avoid encroachment problem and also request to extend support for early completion of on - going cadastral survey.   

The DC extended thanks to the state govt. for sanctioning of LR&SO’s office building and vehicle which will inhance smooth functioning of LM staff and revenue generation. Further he requested to all officers and official to extend every support and inform without fear to arrest encroachment problem. And ensured that appropriate legal action shall be strictly enforced against violators.

CM visit to Rilloh

Rilloh, April 27: Chief Minister Nabam Tuki today visited one of the richest rice bowls of East Kameng district - Passa Valley - and laid the foundation stone for a new administrative circle by the same name with its headquarters at Taja Hapa.

Passa along with Pakke and Pappu are the three picturesque valleys known as rice bowls of East Kameng. Before the onset of Public Distribution System (PDS), these valleys were the sole providers of food grains to the entire district. Even today Passa, Pappu and Pakke valleys supplement the supply of food grains by the government through the PDS to the district headquarters Seppa.

Tuki along with Agriculture/Horticulture Minister Setong Sena, Guest of Honour of the occasion, were of opinion to market the produces of the region outside the state and augment food supply in unproductive areas.

Addressing a huge crowd of villagers, who zeroed in at Rilloh to listen to their Chief Minister, Tuki dedicating the new circle to them and hoped that it would ensure smooth administration by assuaging problems such as the arduous task of travelling not less than 90 kms to Seppa for all official purposes. He pointed government cannot grant sanctions again and again for the same project and therefore appealed that whatever infrastructures are created must be properly taken care of by the people themselves.

Tuki assured to sanction Rs 2 crore for development of infrastructure as first phase under SPA for the newly created circle headquarter and Rs 1 crore each for construction of a circuit house and a multipurpose stadium at Rilloh, the nerve center of Passa Valley.

Speaking on the trans-arunachal highway which is coming up in Doimukh-Seppa tourist circuits via Passa-Pakke-Pappu Valleys, the Chief Minister urged the landowners to cooperate with the executing agencies for its early completion – an important component of the Prime Minister’s Package.
While stating that agriculturists are real-life heroes, Sena, in his address, urged the villagers to take up agriculture and horticulture farming professionally. He suggested cultivation of large cardamom as the altitude, weather and soil conditions of Passa Valley suited it. He also urged the rice growers not to be confined only to rice cultivation but also adopt double-cropping reap better benefits.

Parliamentary Secretaries Wangki Lowang, Nido Pavitro, Passang Dorjee Sona, MLA Karya Bagang and DCs of East Kameng and Papum Pare attended the programme daring the inclement weather that threatened to come down anytime.

National Panchayat Day

Seppa, April 25, ‘12: The Three-tier Panchayat Raj stipulates that “PRI members may exercise such powers and perform such functions at the village level as the legislature of a state may by law, provide but should known their responsibilities and do good in their jurisdiction as a trendsetter for the successor to follow” said Shri Tapuk Taku, MLA while attending as a Chief Guest on National Panchayat Day at Kameng Hall, Seppa on April 24, 2012. It was a rare occasion to see all the PRI members from various pockets of the district and HODs attended the occasion.

            Legislator Shri Tapuk Taku divulged the steps taken by the chief minister Shri Nabam Tuki led-govt for the capacity building and empowerment of the Panchayati Raj in Arunachal Pradesh which included formation of ‘expert committee’ on devolution of power; the 2nd State Finance commission; power Zilla Parishad and construction of Zilla Parishad office in the Dist. Under DRDA talking about maintenance of law and order, he said “it is our collective responsibility and together can make a peaceful district and not of the administration and police alone”.
            Shri Tope Bam, DC as a Guest of honour appealed the PRI members to fully participate in performance review of the various flagship schemes viz. MGNREGA, NRHM, SSA, ICDS etc. He said that Panchayati Raj was created aimed at realising the ‘Gram Swaraj’,the dream of the father of the Nation Mahatma Gandhi for this,Panchayat Raj have been gradually given power and appealed them  for proper use of power as every power has reasonable restrictions, he said. He also urged PRI members to take care of the Govt. Assets under their jurisdiction. He said that maintenance of peace in the society is the perquisite for development and as well as social changes were the need of the hour. While informing of the survey works for Arunachal Trans-Highway in the district to be taken-up very soon, he appealed the PRI members for whole-hearted support and co-operation to the survey team in their jurisdiction. He also appealed the dwellers of the Seppa town to maintained cleanliness and also constructs Septic Tank avoiding direct feeder connection to the drains or river.

Shri Tage Tado, ADC cum DPDO explained through Power-Point Presentation on the evolutions of Panchayat Raj and its aspects. He also read out the message of the Chief Minister, A.P on the National Panchayati Raj Day.
            Shri Sepi Bagang, Chairperson Zilla Parishad cum Chairman Co-ordination committee of Zilla Parishad dwelt at length the initiative taken up by him for the devolution of Power to the Panchayati Raj in Arunachal Pradesh.

High Mast Lighting System at Seppa

Seppa April 17 ‘2012: Shri Tapuk Taku, Local MLA inaugurated the maiden 2 Nos of High Mast Lighting system at Abotani Maunch and Police Station Seppa respectively on April 16, ‘2012.Among others present during the occasion were Shri Tage Tado, ADC, EE (E) Power and team of market welfare committee. The Said Project was funded under ‘System Improvement Scheme’ Under SPA 2010-11.

Seppa, 26, Jan ’12: 63rd years of Republic day was celebrated at Seppa, East Kameng District in befitting manner in the district headquarter and various circles. Shri Tage Tado ADC I/C Deputy Commissioner Seppa unfurled the national flag as a Chief Guest. On this occasion, SP Seppa, Shri Kima Aya along with all the HODs, Public Leaders, Officers, GBs, students, and general publics were present and witnessed all the programmes.
On this day, the Chief Guest remembered those great patriots and countrymen who sacrificed their lives fighting against the foreign rule and made India a “Democratic Republic”. He emphasized all the citizens to rededicate and follow the footprints of the great freedom Fighters and maintain the unity, integrity and sovereignty of this great nation, India.

Since Independence, Arunachal Pradesh, along with the rest of the country has made tremendous progress in different fields of development. On this very occasion, he highlighted some of the developmental activities of East Kameng District, like road communication linking the circles Headquarters to district Headquarter, approval of Rs. 3 Crores from the Govt. of Arunachal Pradesh. for the construction of New Bana bailey suspension bridge and construction of permanent bridge over the Bichum river.
He expressed his thankfulness, on behalf of the district administration to the Govt. of Arunachal Pradesh, especially the Hon’ble Chief Minister, Sri Nabam Tuki, Hon’ble M.P. Sri Takam Sanjoy, Madam Sonia Gandhi, Parliamentary Secy., Sri Kumar Waii, Hon’ble MLAs, Shri Tapuk Taku, Shri Tani Loffa, Smti Karya Bagang, Hon’ble Minister Shri Atum Welly, for granting of ex-gratia relief to the victims during the collapse of Rope Suspension Bridge at Seppa on 29th/10/2011. He also thank to Muskan Welfare Society and Madam Anupama Singh, Wife of HE the Governor of Arunachal Pradesh, who donated 50 Nos. of blankets, Mrs.Kumar Waii, Mrs. Tani Loffa, Mrs. Karya Bagang,  Hon’ble MLA, who donated five blankets to each victims, Sangtum Ane Society for donating relief aids, Indian Army Authorities, local police, CRPF, and local youths for their noble service. On this day Shri Kime Aya, S.P. Seppa, on behalf of the District Administration, presented commendation certificates to all the four persons who rendered yeoman service during the bridge collapsed incident.
In health sector, he informed that District Hospital has decided to launch Measles Catch-up campaign shortly during the month of February/March 2012, he was pleased to announce the restoration of APST Bus Service from District Headquarter to Bameng and Chayang Tajo immediately after the completion of ongoing road construction works.
In maintenance of Law and order in the district, particularly in Seppa Township, district Police has made remarkable improvement.
In agricultural sector, ATMA under the Department of Agriculture has undertaken establishment of 5 (five) nos. of Farm Schools in the district under which schemes the best 10 (Ten) nos. of Farmers has also been awarded certificates with cash prizes of Rs.5000/- each.
On this occasion, he called upon all the Govt. officers/ Officials of East Kameng District to work with dedication and sincerity. He also called upon all the citizens of the District to co-operate and support the various departments in implementing developmental activities in the district.
Lastly, he congratulated all the parade contingents specially the young school children and all the cultural troops for their excellent display and conveyed good wishes to all the people of the district.

Atum Welly Visit to Seppa
Sh. Atum Welly, HM(Health & FW etc.) arrived at  Seppa on 22nd Jan/2012 on a five day visit to Pakke-Kessang to get first hand information of ongoing developmental activities &; functioning of schools.  His aim was to hold meetings with all stakeholders including PRI leaders to take urgent steps tospeedup the execution of various schemes and further planning to make his constituency an ideal one with all round development. Inorder to boost up the tourism sector he inaugurated four tourist lodges viz. Lt. Taniang memorial Guest house at Nyari Welly Model Vilage, Seppa and one each at Pijirang, Rilloh and Pakke-kessang. While inaugurating the tourist lodges he appealed people to explore the beauty spots and develop hospitality to attract tourists.

     The Minister is making all possible efforsts and extending financial support from his MLALAD fund to equip schools of Pakke-Kessang.He realises that without quality in education no quality in development is possible so on frequent discussion with the BRCC he announced procurement of 600 pairs of school furniture , 300 cots and 160 reading tables for hostellers of all the schools of the block alongwith C/o 10 units teachers qtrs & class rooms . He also awarded Rs. 2100/- each to 3 teachers 2 Headmasters & 3 SMC Chairman alongwith shawl & Certificates , selected by DDSE/BRCC as token of honour . He also awarded  Sh. R. Pathak as the best BRCCfor promotion of education with dedication. He also inaugurated 4 schools during his visit. The DDSE Sh. Kata Rangmo expressed his gratitude to the HM for extending financial support for encouragement of education.

      The HM also inaugurated a Labour Room at PHC P/Kessang and dedicated to healthy mothers & babies.The DMO distributed medicated mosqhito nets to the villagers .  On 26th Jan/12 the HM also attended the Republic Day Celebration at CO HQ P/Kessang .on the occassion the Minister announced a multipurpose auditorium at P/Kessang..

Library Promotion

Seppa, Jan’23: Legislator Shri Tapuk Taku while attending as a Chief Guest of a Seminar on ‘Promotion of Reading Habits’, Said that Books are the store-house of knowledge and one should read books as a confidence building measure to lead a decent and success in life, It was organized by District Library in collaboration with education department participated by more about 120 students from various schools wherein various literary events like Quiz, essay, Drawing, Story telling, extempore speech, debating etc, were conducted yesterday at Govt. Middle School Type-II, Seppa.

Shri Tapuk Taku, MLA had all praise for the library department Seppa for conducting the Library events and seminar which will go a long way in bringing awareness not only to the students but also among the people. While appealing the students to imbibe reading habits and its advantage, he said that they can become good affair and good leader through reading only. Added that today’s youth is tomorrow’s leaders for which should read books to gain knowledge to shoulder the responsibility. He also suggested library officers to conduct such seminars and book fairs from time to time and also make available every latest books.

            Shri Dokia Tajum, DLIO stressed on the essence of reading habits said that library is the store house of books and knowledge. While explaining the importance and objectives of the seminar, he said that the main aim was to popularize and promoting reading habits among the students, he informed that more about 30,000 books were available at library seppa for want of a reader in the form of encyclopedia, Magazines, Daily News Papers etc.

The resource persons of the day were Shri R. Pathak, Co-coordinator; Jose Joseph, Teacher, Holy family; Shri G.S. Mishra, CRCC Bana and Shri K.P.Yadav, Teacher.
Later, DDSE, Shri Kata Rangmo gives away the prizes to the toppers of the literary competition.

CM visit at Seppa
Seppa, Jan ’15: The state Chief Minister Shri Nabam Tuki who arrived here at Seppa yesterday to attend Sarok festival as a Chief Guest at Trizino had an interactive meeting with the district head of office at Circuit House, Seppa on Jan, 14’2012. Attended among others during the meeting were Shri Kumar Waii, Parliamentary Secretary RWD and Supply and Transport; Shri Tage Tado, ADC I/c DC; Shri Tani Loffa, MLA; Shri Tapuk Taku, MLA Shri Sepi Bagang,Chairperson Zilla Parishad and PRI Members.
            The State Chief Minister Shri Nabam Tuki having enquired of the departmentalise exhorted the officer to be cautious, remain active and do things in time without giving room for complaints from the Public adding that ‘We are for them’. He directed Deputy Commissioner to ensure that the PDS items meat for the needy poor should reach out to the destined places and also to ensure that the monthly report were submitted by the concerned outpost administrative officers and further forwarded to the state Govt. He said that PDS is a rational and chain system for which proper planning has to be done in advance say for example the plan for coming monsoon has to be made from now. He also stressed on the proper delivery of essential services like electricity and water supply for which whatever works or scheme is to done, should be done permanently without compromising the quality. Talking about State Transport Bus services, he said that there should be regular checking ensuring safety and security of the passengers as human life is precious and also to ensured revenue generation and proper recovery with controlled revenue leakage as Govt. of India is funding as per revenue generation.Further, he called for co-ordination meeting of the elected representatives with district heads of officers, NGOs and intellectual youth for a comprehensive five year plan. While outlining the importance of Agriculture and Horticulture as mainstay of the people, he directed the expert of Krishi Vigyan Kendra Pampoli in addition to the agriculture & Horticulture officers to educate the farmers about technical know-how of farming and awarded to the progressive farmers.
            He called upon the Govt.-functionaries of the district to do good work for the people keeping in view Arunachal as Arunachal one and brought changes in the near future for which the interior & backward district is on top priority of the state Govt.

Central Survey began at Seppa
Seppa, Jan ’12:- The East Kameng Deputy Commissioner Shri Tope Bam Inaugurated the cadastral survey of Seppa Township in presence of LM staff today.
The Deputy Commissioner said that land plays a crucial role in social and economic fabric of the people which would be distributed if land management issue were not adequately addressed and therefore, the basic need is to have clear identification of land, its ownership and other details of records relating to land on a real time basis. It is to mentioned that this cadastral survey will be landmark in the history of east Kameng district towards modernization of land records and proper revenue generation of the state Govt. while highlighting about total station equipment and its importance, he stated that this survey is an integral part of National Land Record Modernization Programme (NLRMP) which seeks to make all land records compiuterized, easy available, accurate and ‘real time’ (Accurate at any given moment).
            He advised the LM staff to work harder so as to equipped themselves with technical know-how to get expected outcome and instructed trainer of reliance & Appliance centre to be committed for the assigned survey.Further,he appealed the dwellers of Seppa town to extend all possible support for smooth functioning of cadastral Survey so as to enhanced state exchequer.

SPD visit at East Kameng
Seppa, Jan ’19: Shri P.N. Thungon State Project Director visited Seppa on 11th Jan’12 alongwith Shri Ashok Tajo Dy.SPD, Smti P.K.Lombi State Gender coordinator SSA Rajya Mission Itanagar to get first hand experience and real picture of the functioning and achievement of three KGBVs running in East Kameng District.Shri Thungon interacted with the officers and officials of SSA District Mission, Seppa and Expressed his concern of financial matters prevailing in the State. He affirmed that salary of SSA teachers and functionaries will be given priority.

            Mr.Thungon with his team was accompanied by Shri Kata Rangmo,Dy Director of School Education,Seppa.They visited KGBV Bameng on 12th Jan’12.He Suggested necessary steps urgently required to redress and reshape the management and functioning to bring up to satisfactory level. He also visited KGBV Chyangtajo on 13th Jan’12.He was very much impressed with the management functioning and quality of learning of KGBV running in a remote area. He inspected the kitchen, hostel, classroom etc. He appreciated girls’ friendly environment of school.

            Mr. Thungon also visited KGBV Wessang on 14th Jan’12.He inspected office premises, Kitchen, Classroom and Hostel of the school. Girls in Uniform presented some songs. House wise poster, TLM, daily news items were up to the satisfactory level. The girls’ friendly infrastructure facilities and educational environment will certainly gear up the quality of learning he added.

            He expressed his pleasure to observe the achievement of Chyangtajo and Wessang KGBV which will help in achieving the goal of Universalization of Elementary Education and bridging social and gender gap.Mr. Thungon interacted with the girls to acquaint with the facilities provided to them under the scheme. He emphasized on the physical growth, balance diet besides mental growth and development of life skills.

Take up Sport as carrier
Seppa, Dec.11: The Panchayat Yuva Krida Aur Khel Abhiyan- Annual sports camp- 2010-2011 0rganised by department of Sports & Youth Affairs, Govt. of A.P in collaboration with sports Authority of India underway at Seppa, East Kameng began yesterday. Shri Tapuk Taku, MLA; Shri D.K. Dinglaw,Director, Sport & youth affairs and Shri Jalley Sonam, chairman, All Arunachal Pradesh Building & Other Constructions Welfare Association attended the inaugural functions as a Chief Guest, Guest of honour & special invitee respectively.

                    Shri Tapuk Taku, MLA while explaining the scope & importance of games & sports advised the participants to take the advantage of the opportunity provided by the State and Central government for development of sports. He suggested that those who are good in sports should continue to carry on sports as a career and earned recognition in the society. Talking about Bana Bridge, he informed that the elected legislator alongwith East Kameng Students Union and ANSU have already placed the proposals which is under due consideration of the state Govt. He appealed the people to bear with the problems till alternative arrangement is made and Co-operate with the Chowkider and Police personnel manned at Bana Bridge for safety of men and materials. He also said that police alone can’t maintain law & order and it is everyone’s responsibility to maintained peace in a civilized society and urged sectorwise Chairman and Secretary also to actively shoulder the responsibility in controlling law & order problems.

                                       Shri D.K.Dinglaw, Director Sports & youth Affairs, Govt of Arunachal Pradesh said that PYKKA aimed at producing players from the grassroot level for the first time with provisions of ground maintenance, equipments and Krida Shree etc. Added that there may be lot of lacunae and constraints in organizing the events at block & district level which will be rectified in the times to come. He advised the participants to work hard and make it as a profession. He informed that Arunachal stands second in the North-East as per performance in sports and added that talent is there but the only things is take care of the temperament.

                                       Shri J.Sonam.Chairman,All Arunachal Pradish Building & other construction welfare Association advised the participants to concentrate and keep practising throughout in a professional manner and make it as a way earning livehood instead of trying and abandoning it in the mid-way of the career. He also advised the participants to maintained discipline & sportsmanship spirit during the competition.
